Medical insurance in Ukraine in 2025 is a mandatory requirement for entry. However, foreigners are faced with the question: ‘Does insurance cover war in Ukraine?’ and ‘What type of insurance should I choose for visiting Ukraine – standard or with coverage for military risks?’ In this article, we explain why war risk insurance is relevant for visiting Ukraine right now and what the differences are between the two types of policies.

Does standard insurance cover war risks, terrorism and civil unrest?

A standard insurance policy covers emergency medical care, outpatient treatment and other risks that may occur during any trip. However, most standard policies do not cover terrorism, civil unrest (or other military risks) and injuries sustained as a result. Such coverage is provided by war insurance. It can be purchased from Ukrainian representatives.

What does insurance coverage for war risks include?

In response to the challenges of the times, insurance policies covering war risks appeared on the market back in 2023. These policies are designed to provide comprehensive assistance in unpredictable situations and cover a wide range of medical services:

1. COVID-19: The policy includes diagnosis and treatment of COVID-19, as well as the costs of compulsory observation. Although there are currently no strict restrictions on coronavirus in Ukraine, in the event of illness, the insured person will receive a full range of necessary medical services.

2. Comprehensive medical care: Outpatient treatment (including doctor's visits, consultations, examinations), medication prescribed by a doctor and hospitalisation (including stays in intensive care and resuscitation wards, purchase of medicines) are covered.

3. Emergency dental care: In case of acute toothache requiring immediate medical attention, emergency dental care is provided within the established limits.

4. Medical evacuation: If necessary, the policy covers the costs of medical evacuation.

5. Repatriation: The repatriation of the insured person (or their body in the event of death) from their place of stay to their place of permanent residence is provided.

6. Cases related to military action: Accidents, injuries and fatalities that may occur as a result of active or passive military risks or terrorist acts are covered.

What restrictions exist and in what cases may the insurance not apply?

The insurance policy is valid in Ukraine, except for the temporarily occupied territories of Luhansk, Donetsk, Kherson and Zaporizhzhia regions and the Autonomous Republic of Crimea, as well as territories of direct combat operations (front lines). This means that if you knowingly travel to a place where the level of military risk is particularly high, the policy will not be valid.

The policy is also not available to military personnel.

Important! The policy covering military risks has no age restrictions: it can be purchased by minors and people over 70 years of age.

How and where can a foreigner get this insurance?

You can get an insurance policy on the Visit Ukraine portal. All you need is a foreign passport, and the procedure takes very little time:

1. Get your foreign passport ready.

2. Select the insurance package you need.

3. Specify the desired term of the policy.

4. Enter your date of birth.

5. Fill in the form with the insured person's details (full name, email, contact phone number, passport details, citizenship and place of residence).

6. Sign the insurance contract by entering the special code that will be sent to the email address you provided.

7. Pay for the insurance policy.

How much does insurance covering military risks cost?

The price of travel insurance for a trip to Ukraine in 2025 depends on several key factors:

1. Duration of the trip: The longer you plan to stay in Ukraine, the higher the cost of the policy will be.

2. Scope of coverage: A more comprehensive package of services and a higher amount of insurance compensation will, of course, cost more.

3. Additional options: If you choose extended coverage, such as insurance against military risks or accidents, the price of the policy will also increase.
