What documents are required for immigration to Ukraine for persons who previously had Ukrainian citizenship?

Immigration to Ukraine for those who were once citizens of the country is governed by special conditions. According to the Law of Ukraine ‘On Immigration’, such persons have the right to re-immigrate on simplified grounds. However, even in this case, the procedure requires the preparation of a number of official documents.
Who is eligible for immigration?
According to paragraph 5 of part two of Article 4 of the Law of Ukraine ‘On Immigration’, foreigners and stateless persons who were previously citizens of Ukraine may apply for immigration. If a person has officially renounced their citizenship or their citizenship has been revoked, they may return through the immigration procedure.
What is important to know before submitting an application?
Persons who have lost Ukrainian citizenship are required to either leave the country or apply for immigration within 30 days. If this does not happen, the person is subject to deportation. However, if an application is submitted within these 30 days, the person's stay is considered legal until a final decision is made.

Where to submit documents?
▪️ If the applicant is abroad, the documents are submitted to the consulate or diplomatic mission of Ukraine.
▪️ If the applicant is legally in Ukraine, they should contact the territorial body of the State Migration Service at their place of residence.
Documents required to apply for immigration
🔻 Application for an immigration permit (in paper form).
🔻 Passport (original and copy) or document proving the identity of a stateless person.
🔻 Translation of the passport page with personal data into Ukrainian, certified in accordance with the law.
🔻 Document confirming residence in Ukraine (if the application is submitted within the country).
🔻 Documents confirming former Ukrainian citizenship (certificates, old passport, other documents).
🔻 Document confirming place of residence — both in Ukraine and abroad.
🔻 Information about family members: a copy of the marriage certificate, if available.
🔻 Medical certificate confirming the absence of chronic and infectious diseases.
🔻 Certificate of no criminal record from the country of citizenship and/or permanent residence.
🔻 Payment for administrative services: as of 01.01.2025, the amount is 1514.00 UAH + 179.74 UAH.
When submitting an application in Ukraine, persons aged 12 and older must provide biometric data (photo and fingerprints). From the age of 14, a digital signature is required.
Important! Documents confirming previous Ukrainian citizenship are a mandatory basis for consideration of the application. Without such confirmation, the application for immigration will not be accepted.
