Why is this important?
Previously, Ukrainian residence permits in Lithuania were valid until March 2026. Thanks to the new resolution, the validity of the documents is extended, which will allow:
- reduce the administrative burden on refugees and employees of the Migration Department;
- avoid queues for replacement of permits in 2026;
- ensure stability for Ukrainians who remain in Lithuania.
According to the Ministry of the Interior, 30-40 new applications for residence permits under this program are currently being submitted every day. As of today, 47,600 Ukrainians have received temporary protection in Lithuania.

What rights does temporary protection give?
Temporary protection status gives Ukrainians in Lithuania and throughout the EU the following opportunities:
- residence in the country;
- official employment without mandatory language proficiency;
- access to housing, medical care, and social support;
- education for children and young people.
The Lithuanian government has also confirmed that foreigners working in the country under the temporary protection program are not required to speak Lithuanian. This rule will remain in effect for the entire duration of the status.
Additional protection for children
A separate decision concerns assistance to minors who were forcibly removed from Ukraine by Russia. Lithuania will accept such children together with accompanying persons for:
- medical rehabilitation,
- services in the field of child and adolescent psychiatry.
This year, it is planned to accept up to 30 minors, and from next year – about 150 people annually. Up to €400,000 per year will be allocated for this, including from EU funds.
As is well known, temporary protection was introduced in the European Union in 2022 after the start of russia's full-scale invasion. Initially, it was granted for only one year, but due to the ongoing aggression, its validity has been regularly extended. In June 2025, the EU decided to extend protection for more than 4 million Ukrainians until 2027.
