Tourism revenues in Ukraine have grown: which cities earned the most

According to the State Tax Service of Ukraine, in the first quarter of 2025, local budgets received 66.4 million UAH from tourism tax, which is 31% more than in the same period last year.

Which regions became leaders in tourism revenue?

In January-March 2024, the amount of tourist tax amounted to UAH 50.7 million. In 2025, there has been a noticeable increase in revenue, indicating growing interest in Ukraine as a tourist destination.

The capital of Ukraine remains the most attractive city for tourists. Kyiv took the leading position, receiving 16.2 million UAH, which is 25% of the total amount of tourist tax paid.

Other leaders in terms of tourism revenue include:

▪️ Lviv region — 13 million UAH,

▪️ Ivano-Frankivsk region — 9.1 million UAH,

▪️ Zakarpattia region — 5.5 million UAH.

How does the tourist tax work?

The tourist tax is paid by both Ukrainian citizens and foreigners, as well as stateless persons, by making advance payments before temporary accommodation in places such as hotels, hostels and holiday homes. Tax agents, i.e. owners or managers of hotels and other accommodation facilities, transfer the funds to the local budget.

The tourist tax rate is set by local councils. For Ukrainian citizens, it can be up to 0.5% of the minimum wage for each night of stay, and for foreign citizens, up to 5% of the minimum wage.
