Rules of military registration of women: what you need to know

The military registration of women is an element of national security, not an instrument of pressure. The main thing is to know your responsibilities, contact the CMC in time and understand that mobilisation is only possible on a voluntary basis. Since 2024, Ukraine has had an updated procedure for registering women for military service. It applies primarily to female healthcare graduates and employees, as well as other specialities listed by the Ministry of Defence in Order No. 313. In this way, the state fixes the personnel reserve, and a woman doctor can be called up for service or involved in defence work only at her voluntary request - even in wartime.
Which women are subject to military registration?
The following categories of women are subject to registration for military service
▪️ fit for military service for health reasons and age;
▪️ who have obtained a medical or pharmaceutical speciality (vocational, professional higher or higher education);
The Kharkiv Territorial Recruitment Centre emphasises that the registration of women for military service is not a mobilisation of women doctors, but a generalisation of data on the existing reserve of medical professionals in the country. Women who are registered with the military can be called up for military service or engaged to perform work to ensure the defence of the state in wartime on a voluntary basis (on the basis of a handwritten application addressed to the head of the district (city) territorial centre for recruitment and social support).
Rules for registering women who are still studying
Vocational (vocational-technical), professional higher or higher education institutions that train women in medical or pharmaceutical specialities submit a list of such women to the district TCCs and JVs in whose territory they are located two months before the completion of the relevant educational (scientific) programme.
These lists are the basis for issuing women with a temporary certificate of a person liable for military service (without determining the degree of their fitness for military duty and a mark of registration) and entering information into the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists.
Temporary certificates of persons liable for military service are issued to women who have completed medical or pharmaceutical education and are listed in the lists by the district CMC and JVs in whose jurisdiction the educational institutions are located. Such certificates are valid for 30 days.

How are women registered for military service?
Women who have been issued temporary certificates of persons liable for military service (valid for 30 days) must report to the district CMC and JV in whose territory their place of residence is declared/registered within seven days from the date of receipt of such certificates for military registration.
Women liable for military service are registered for military service after determining their suitability for military service, entering their personal data into the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists and then issuing a relevant military registration document.
Heads of state bodies, local self-government bodies, enterprises, institutions and organisations inform the relevant district MCCs and JVs about women who work in the above-mentioned bodies, enterprises, institutions and organisations, who have received education in a medical or pharmaceutical speciality and are not registered with the MCCs and JVs.
What if a woman does not work?
Women who are not employed come to the CCC and JV at their place of residence to decide on their military registration.
Women who have a speciality and/or profession related to the relevant military speciality specified in the list approved by the Ministry of Defence, except for those who have received a medical or pharmaceutical education and are fit for military service for health reasons and age.
