The issue of having an insurance policy is of particular importance in view of ensuring an adequate level of medical care and financial protection for foreign nationals in the country. This article will provide a detailed overview of the categories of persons for whom health insurance is a prerequisite for entering and staying in Montenegro, as well as clarification of the recommended insurance policies for other categories of travellers. In addition, attention will be paid to the aspects of medical care for persons granted refugee status or temporary protection and the requirements for compulsory motor third party liability insurance for owners of vehicles entering the country. Who needs insurance to enter Montenegro?
According to the current legislation of Montenegro and official sources, the requirements for health insurance to enter the country are as follows:
Categories of persons for whom health insurance is mandatory:
On the basis of the Law on Foreigners of Montenegro (Zakon o strancima Crne Gore) and related by-laws, the following categories of foreign nationals are subject to compulsory health insurance for entry and stay in Montenegro:
Foreign nationals who obtain a temporary residence permit (privremeni boravak) in Montenegro on the basis of study (studiranje)
In order to obtain a temporary residence permit for the purpose of study, students are required to provide proof of a valid health insurance policy that covers the costs of medical care during the entire period of their stay in the country. This follows from the requirements of Article 45 of the Act on Foreigners, which defines the necessary documents for obtaining a temporary residence permit.
Foreign nationals who obtain a temporary residence permit in Montenegro on the basis of employment (rad)
According to Article 41 of the Law on Foreigners, in order to obtain a temporary residence permit for the purpose of employment, a foreigner must have, among other things, a valid health insurance policy covering the costs of medical care in Montenegro.

Why is it advisable for tourists to purchase a health insurance policy?
Although for citizens of countries with which Montenegro has a visa-free regime, health insurance is not a prerequisite for entry for tourist purposes, it is highly desirable and recommended for the following good reasons

Local state insurance for refugees
Persons who have been granted refugee status (azil) or temporary protection (privremena zaštita) in Montenegro are entitled to medical care under the conditions provided for by the Montenegrin legislation on asylum and temporary protection. As a rule, persons with such status have access to the necessary medical care, which can be provided at the expense of public funds. The detailed conditions and scope of medical services for refugees are determined by the relevant Montenegrin regulations and may vary depending on the status of the person and his/her needs. For specific information, refugees should contact the Department for Refugees of the Ministry of Internal Affairs of Montenegro (Direktorat za azil Ministarstva unutrašnjih poslova) or the offices of international organisations dealing with refugees.
A Green Card is required if you are travelling by car
In accordance with Montenegrin legislation and international agreements, a valid international insurance policy ‘Green Card’ (Zelena karta ) is a prerequisite for entering the country by car registered abroad. ‘The Green Card is an international certificate of motor third party liability insurance.
This policy confirms that you have third party liability insurance in case of damage to their life, health or property as a result of a road traffic accident in Montenegro. If you do not have a valid Green Card policy when entering Montenegro, you will be required to purchase a local border insurance policy (granično osiguranje).

General requirements for insurance policies for short and long term trips
Requirements to the insurance policy, according to the legislation of Montenegro
1. Validity on the territory of Montenegro for the entire period of validity of the temporary residence permit.
2. The insurance policy must cover the costs of necessary medical care, including outpatient and inpatient treatment, as well as other medical services that may be required during your stay in the country.
3. The validity of the health insurance policy must be at least as long as the validity of the temporary residence permit. In some cases, it may be required that the policy be valid for a certain period of time.
4. The insurance company that issued the policy must be recognised and authorised to provide health insurance services in Montenegro.
5. The policy must provide coverage in the event of medical emergencies and the need for urgent medical care.
Mandatory insurance requirements for Schengen countries
1. The amount of cover is significantly higher than EUR 30,000, with a guarantee that any recovery and repatriation costs and treatment costs for COVID-19 will be covered.
2. The insurance covers a wide range of risks (visits to doctors, hospital treatment, medicines, etc.).
3. The territory of coverage is all Schengen countries.
What kind of insurance can I get in Montenegro?
