Starting March 1, 2025, Ukraine will see significant changes in the availability of medicines. The main innovation will be a 30% reduction in prices for 100 Ukrainian-made medicines, which was approved at a meeting of the National Security and Defense Council chaired by President Volodymyr Zelenskyy.

Reducing prices and increasing access
The price reduction applies to essential medicines, but the specific list of medicines has not yet been made public. It will be determined jointly with the government, manufacturers, and pharmacy chains to implement the changes as efficiently as possible.
In addition, the government has made a number of additional decisions to regulate pricing policy:
• The maximum trade margin for pharmacies for OTC drugs will not exceed 35%.
• For prescription drugs, a regressive markup scale will apply, making them more affordable.
• Suppliers will be limited to 8% of the wholesale price.
These changes are intended not only to reduce the cost of treatment, but also to ensure greater transparency in the pharmaceutical market.
Free delivery of medicines
Another significant innovation will be the free delivery of medicines provided by Ukrposhta. This initiative is particularly important for people living in rural areas or with limited access to pharmacies.
The free delivery is expected to cover:
• Medicines included in the state reimbursement programs.
• Medicines that are dispensed free of charge in hospitals.
• An additional list of medicines to be approved by the Ministry of Health.
Medicines available in all pharmacies
Starting from July 1, 2025, all pharmacies in Ukraine are obliged to join the state program “Affordable Medicines” by signing an agreement with the National Health Service of Ukraine (NHSU). This means that patients will be able to get the medicines they need for free or with a minimal co-payment at any pharmacy in the country.
The expanded program for 2025 includes more than 52 new brand names of medicines, including 23 combination drugs for the treatment of cardiovascular diseases.
The Affordable Medicines Program is constantly expanding and now includes medicines for:
• cardiovascular diseases;
• prevention of strokes and heart attacks;
• non-diabetes mellitus and type I diabetes (insulin) and type II diabetes;
• chronic diseases of the lower respiratory tract; mental and behavioral disorders, as well as epilepsy;
• Parkinson's disease;
• cardiovascular and cerebrovascular diseases;
• pain and palliative care;
• endocrine system;
• metabolic, autoimmune and inflammatory diseases;
• glaucoma;
• treatment of migraine;
• treatment of diseases in children.

How to get free medicines?
Step-by-step instructions:
1. Contact the doctor (therapist, pediatrician or family doctor) with whom you have signed the declaration and get an electronic prescription.
2. Visit a pharmacy marked “Here are the Available Medicines”.
3. Receive the medicines free of charge or with a partial co-payment using an e-prescription.
The cost of medicines is fully or partially covered by the state.
