In Ukraine, against the backdrop of russian strikes on the TCC, a decision was made to launch a ‘mobile’ format for the work of territorial centres for recruitment and social support (TCC and SS). Mobile groups have already started work, but this is not a case of operating ‘on wheels.’ Here is what is known about the new format.

What are mobile TCCs and how do they work?

Fedir Venislavskyi, a member of the parliamentary committee on national security, defence and intelligence, explained that such TCCs can be formed on legal grounds.

Meanwhile, Oleksandr Fedienko, a member of the Verkhovna Rada committee on national security and defence, said that the mobile format of TCCs is already in operation.

‘This does not mean that tomorrow everyone will get on buses and minibuses and go somewhere. The term “mobile” here is most likely used in the sense that they can be in one location today and in another tomorrow,’ Fedienko emphasised.

According to him, each head of the Recruitment Centre, taking into account existing threats, determines where certain units will be located in terms of the distribution of its functional units.

At the same time, the ‘mobile’ format does not provide for the work of units that do not communicate with conscripts; such employees may be relocated to another location.

He stressed that this does not mean mobile in terms of movement on wheels, but rather that the units of the TCC will simply change their physical location.

What powers do the TCCs have in Ukraine?

▪️ Notification and conscription of citizens (except for conscripts and reservists of the SBU and intelligence agencies):

1. for military service upon conscription of officers

2. for military service upon conscription of reservists during a special period (enlisted in the military operational reserve)

3. for military service upon conscription during mobilisation, for a special period (regardless of their place of military registration)

▪️ Verification of military registration documents (during mobilisation).

▪️ Delivery of summonses (to reservists and conscripts - within the administrative territory covered by the relevant TCC and SS).

▪️ Recording of processes (photo and video recording of the process of checking military documents or delivering summonses) - using appropriate technical devices

▪️ Administrative measures and responsibility. This includes, in particular, the TCC contacting the police to:

1. carry out administrative detention

2. deliver reservists and military personnel who have committed administrative offences (as provided for in Articles 210 and 211 of the Code of Ukraine on Administrative Offences (KUoAP) to the relevant centres or bodies

And a number of other powers relating to military registration, registration of Ukrainian citizens, processing and issuing military registration documents, etc.
