Ukrainians abroad have always been an important part of the national community, but since the start of the full-scale war, the number of those who have temporarily or permanently left the country has grown to record levels. How can every citizen be given the opportunity to exercise their constitutional right to vote?
We consider modern approaches, potential difficulties and options for further developments in this article.
Tens of millions abroad: how to count voters?
According to the latest estimates, there are currently almost 9 million Ukrainians abroad. These are not only those who left Ukraine during the recent waves of migration, but also labour migrants, students and other citizens who are temporarily or permanently residing in other countries. It is important to understand that not all of them will be able or willing to participate in the vote. A significant proportion are minors or those who are not yet registered with the consulate.
Currently, consular registration is a prerequisite for participating in elections outside Ukraine. This significantly narrows the circle of potential voters and creates significant obstacles to the exercise of the right to vote.

Logistics or barrier: why are there not enough polling stations?
During previous elections, a limited number of polling stations were opened abroad, usually at diplomatic missions. For example, in many European countries, there are only one or two polling stations for hundreds of thousands of Ukrainians. This not only creates long queues but also makes it impossible for those living hundreds of kilometres away to participate.
The issue of opening additional polling stations requires not only funding, but also legislative support and coordinated work by diplomatic missions. At the same time, neighbouring countries such as Poland and Romania have already demonstrated that expanding the network of polling stations is entirely feasible.

Alternative models: is there an easier way?
To simplify the process, the introduction of postal or electronic voting is being actively discussed. This could partially solve the problem of large numbers of voters and complex logistics.
However, such methods require significant technical preparation, a high level of trust and data security.
Another approach is the introduction of advance registration. Citizens who want to vote abroad could register online, thus creating a more accurate list of voters. This would allow for better planning of the number of polling stations and commission members.
Will voters turn out?
Even if enough polling stations are organised, the question of voter turnout remains open. Based on previous years' experience, actual turnout among Ukrainians abroad is significantly lower than within the country. The main reasons are long distances, busy schedules, difficulties in getting to the polls, and a lack of information about the procedures.
However, surveys show that interest in Ukrainian politics among the diaspora remains high. This gives hope that with more accessible voting, participation levels could increase.
Preparing for elections is not just a technical issue. It is a demonstration of commitment to democratic values and respect for every citizen. Work on legislative changes, the launch of information campaigns and the modernisation of the electoral infrastructure must begin now so that, once the war is over, Ukrainians around the world can feel part of the changes in their country.
