From October 1, 2025, Ukrainian refugees in the Netherlands will face significant changes in the accommodation system. Minister for Refugees and Migration Mona Keizer announced an increase in the mandatory fee for accommodation in state shelters from €105 to €244.22 per month, according to NOS. This decision is part of the government's policy to balance conditions for all categories of asylum seekers, including citizens of other countries.
Why is the cost of living for Ukrainians in the Netherlands increasing?
According to Mona Keizer, the increase is linked to a desire to reduce inequality between Ukrainians and other refugees who are forced to pay more for similar services. In addition, the new personal contribution will partially cover the costs of maintaining shelters — gas, water, electricity, and maintenance of the premises.
This approach is causing concern among Ukrainian migrants, many of whom still do not have a stable income or are working in temporary jobs. The situation could become particularly difficult for families with children living in places where meals are provided, as this will become a paid service.
How much will those who live with meals have to pay?
For Ukrainians living in shelters where meals are prepared on site, an additional meal fee of €252.18 per month will be introduced. Thus, the total cost per adult can reach €496.40 per month. For a family of two adults, this is almost €1,000 per month, not including additional expenses for transportation, medicine, or children.

Individual approach to payment for accommodation and meals in the Netherlands
According to the government, municipalities can apply an individual approach if the payment of the specified amount puts financial pressure on a family or an individual. This means that in some cases, partial exemption from payments or a reduction in payments is possible. However, the decision is made at the discretion of the local authorities.
Work as a way out of the situation: why does the Netherlands encourage employment?
The changes to the payment system are also linked to the government's desire to make employment more attractive than living on benefits. The Regulation on the Accommodation of Displaced Persons states that a person who works will always have more money at their disposal than someone who only receives benefits.
This is an incentive for active integration: legal work provides greater stability, and taxes from employed persons partially support social programs. At the same time, not all Ukrainians are able to find work immediately — some are hindered by the language barrier, others by health problems or childcare.
