The updated system of fines for speeding may soon come into force. The relevant draft law provides for 6 levels of violations and a significant increase in fines. Find out more about what will change and how it will affect drivers

The Verkhovna Rada has registered Draft Law No. 13314, which could fundamentally change the traffic rules in Ukraine.


In particular, the document provides for the abolition of the so-called “unpunished” speeding by +20 km/h. Currently, this rule actually allows drivers in cities to drive up to 70 km/h instead of 50 km/h without any consequences.


🚗 Do you need car insurance?


On the Visit Ukraine portal, you can choose several types of insurance for your vehicle, including MTPL and Mini Hull insurance. And for travelling abroad, we also have a Green Card available.




No more speeding with impunity


The draft law proposes to completely abolish the “leniency” for speeding up to 20 km/h, which has been in effect for years. Instead, new fines will be imposed starting from the speed limit of 10 km/h. Thus, even a minor violation will be recorded and punished.


A new gradation is being introduced: from 10 km/h to over 80


From the two existing categories of violations, it is planned to move to six:


+10-20 km/h - 340 UAH


+21-30 km/h - 680 UAH


+31-40 km/h - 1360 UAH


+41-50 km/h - 1700 UAH


+51-80 km/h - 2550 UAH


Over 80 km/h - 3400 UAH


For comparison, there are currently only two levels of liability - UAH 340 for exceeding 20-50 km/h, and UAH 1700 for exceeding 50 km/h.

In case of an emergency, a driver may lose his or her license


The draft law provides for an additional penalty: if speeding causes an emergency, the offender may be deprived of the right to drive for a period of 6 to 12 months.


What's next?


The draft law is currently under consideration in the Parliament. However, its initiators have already gained the support of some MPs, and the public is actively discussing the possible consequences. The main goal of the initiative is to improve road safety, reduce the number of accidents and regain control over compliance with the rules.
