Restrictions on bank transfers, technical inspections and vehicle registration: changes in Ukraine from 1 June

On the first day of summer, Ukrainians can expect a number of important changes that will affect, in particular, the financial, mobilisation and other areas of citizens' lives. Find out what you need to be prepared for from 1 June
On 1 June 2025, important changes came into force in Ukraine concerning bank transfers, technical inspections of vehicles and military medical examinations (VME). These innovations affect a wide range of citizens and are aimed at strengthening financial control, improving road safety and optimising the mobilisation process.
Restrictions on bank transfers
According to a memorandum signed by leading Ukrainian banks, from 1 June 2025, monthly limits on money transfers for individuals will be reduced:
▪️ UAH 100,000 for low- and medium-risk customers (previously UAH 150,000);
▪️ UAH 50,000 for high-risk customers (no change).
These restrictions apply to card-to-card transfers and payments using bank details (IBAN). However, they do not apply to:
▪️ transfers between accounts held at the same bank;
▪️ customers with verified sources of income (e.g. those receiving an official salary);
▪️ volunteers and charitable organisations.
To increase the limit, you must provide the bank with documents confirming your income, such as OK-5 and OK-7 certificates, tax returns or confirmation of volunteer activity.
Changes to technical inspection (OTK)
From 1 June 2025, new tariffs for mandatory technical inspection of vehicles came into force:
▪️ 1,700 UAH — for passenger cars and trucks up to 3.5 tonnes (previously 1,050 UAH);
▪️ 2,300 UAH — for buses and trucks over 3.5 tonnes (previously 1,500 UAH);
▪️ up to 2,300 UAH — for motorcycles and trailers, depending on the category.
Services related to tachographs have also become more expensive:
▪️ inspection and adaptation of digital tachographs — 1,600 UAH (previously 1,200 UAH);
▪️ reading data from driver cards — 150 UAH (previously 100 UAH);
▪️ reading data from tachographs — 300 UAH (previously 250 UAH).
The service of entering the MSTO (international technical inspection certificate) mark has also increased in price from 300 to 500 UAH.

Repeated medical examination for persons with limited fitness
Until 5 June 2025, male citizens of Ukraine aged 25 to 60 who were previously recognised as ‘limited fit’ for military service are required to undergo a repeat military medical examination (MEC). This requirement does not apply to persons with disabilities.
To undergo the VLC, you must contact the territorial centre for recruitment and social support (TCRS) at your place of registration or use the conscript's electronic account via the ‘Reserve+’ app. You must have the following with you:
▪️ Ukrainian passport;
▪️ military registration documents;
▪️ medical documentation confirming your state of health.
Failure to pass the VLC within the established time frame may result in administrative liability, including a fine of 17,000 to 25,500 UAH, as well as the possibility of being declared wanted.

Multisharing in ‘Diia’
Starting 1 June, a new service for businesses will be available in ‘Dii’ — document multisharing. Now, with just a few clicks, you can receive a complete set of documents from your client without photocopies, files, or errors in the paperwork.
To use the multi-sharing service, you need to set up or update your integration with Diia.
The service is paid for businesses but free for clients who send documents.
