France has taken a decisive step towards improving the conditions of stay for Ukrainians who have been granted temporary protection in the country. The new draft law No. 596, initiated by Senator Nadia Sologub, has already received the support of both chambers of the French Parliament.
After successfully passing the first reading in the Senate, the document became an important step towards deeper integration and social protection of Ukrainians in France.
This decision is not only a political gesture of support for Ukraine, but also an important humanitarian initiative that demonstrates France's true solidarity in the face of the protracted war waged by russia against the Ukrainian people.

New law in France: more rights and opportunities for Ukrainians under temporary protection
The draft law is based on the practical experience gained over almost three years of hosting Ukrainian refugees and aims to remove key barriers that have hindered the full integration and adaptation of temporarily protected persons in French society.
What does draft law No. 596 provide for?
1. Simplification of access to professional activities for medical professionals
One of the most important innovations is the creation of the status of “trainee-associate”, which will allow medical professionals who have studied outside the EU, in particular in Ukraine, to work in their specialty without excessive bureaucracy. This decision opens the door for thousands of qualified doctors who were forced to leave their homeland.
2. Expansion of social protection
Persons with temporary protection status will have access to a number of social benefits for the first time:
Assistance for people with disabilities (AAH);
Personalized Autonomy Allowance (APA) for people over 60 years of age;
Minimum social benefits and housing assistance, as for officially recognized refugees.
3. Financing of support
The budget for 2025 provides 328 million euros for the implementation of the measures. These funds will be used for:
Housing for Ukrainian refugees;
Assistance in finding a rental;
Social support and integration programs.
4. Recognition of “normal residence”
Temporary protection status will be equated to “normal residence” in France. This gives access to:
Passing the French driving license exam;
Legal registration of cars from Ukraine without the need to obtain a French driver's license.

Why is it important now?
Since the activation of the temporary protection mechanism on March 3, 2022, Ukrainians have received legal grounds to stay in the EU. However, over time, many practical problems have emerged:
Qualified specialists could not work in their professions;
Vulnerable categories of the population were deprived of proper social support;
People were forced to apply for refugee status to access basic services.
Draft law No. 596 is designed to address these problems and create a more sustainable model of integration.
What's next?
The next steps include a detailed review of the document's provisions, possible amendments, and the launch of pilot programs. The following are also being discussed in the future:
Extending the validity of documents to 6 months (similar to the practice in Germany);
Simplification of procedures for delegation of parental rights;
Expanding access to French language courses for more effective professional integration.
This draft law is not just about helping Ukrainians. It forms a new model for responding to large-scale humanitarian crises. France is setting an example for other EU countries on how to ensure protection, integration and a decent life for those who have been forced to flee war.
