As of March 31, 2025, more than 4.26 million people who left Ukraine due to russia's full-scale invasion had temporary protection in European Union countries. These data are provided by Eurostat and show both an overall decline in the number of beneficiaries and new trends in migration dynamics.

Where are most Ukrainians with temporary protection?

Among all EU countries, the largest number of Ukrainian citizens with temporary protection are in:

● Germany — 1,184,890 people (27.8% of the total number in the EU);

● Poland — 997,120 people (23.4%);

● Czech Republic — 365,055 people (8.6%).

These three countries remain the main reception centers for Ukrainians under the temporary protection program, which provides the right to legal residence, access to work, medical services, education, and social support.

Decrease in the number of people with temporary protection: main reasons

Compared to February 2025, the total number of persons under temporary protection in the EU decreased by 45,455 persons, or -1.1%. The largest decreases were recorded in the following countries:

● Czech Republic – 32,695 persons (-8.2%);

● Sweden – 20,505 persons (-43.2%);

● Lithuania – 4,845 persons (-9.9%).

According to Eurostat, the main reason for the decrease in the number of Ukrainians under temporary protection is related to the expiry of their status in March. As a result, some people were not included in the official statistics at the time of data collection because they were in the process of renewing their status.

In which countries is the number of Ukrainians increasing?

Despite the overall downward trend, 18 EU countries have seen an increase in the number of people under temporary protection. The largest increases are in countries that already have large Ukrainian communities:

● Germany: +7,090 people (+0.6%);

● Poland: +2,330 people (+0.2%);

● Spain: +2,275 people (+1.0%)

This may indicate both new waves of migration within Europe and the completion of status renewal processes that were not previously taken into account.

In terms of percentage of the population, the largest number of Ukrainians with temporary protection live in:

● Czech Republic — 33.5 per thousand inhabitants;

● Poland — 27.2;

● Latvia — 26.4.

The EU average is 9.5 beneficiaries of temporary protection per thousand inhabitants.

Despite a slight decrease in the total number of Ukrainians with temporary protection in the EU, the mechanism continues to operate, and most countries maintain a high level of support. At the same time, it is important for Ukrainians to update their documents in a timely manner and monitor the conditions for extending their status, as this guarantees stability and protection during their stay abroad.
