Starting March 31, 2025, the Irish government plans to reduce payments under the Accommodation Recognition Payment (ARP) scheme for people who provide housing to Ukrainian refugees. According to The Irish Independent, instead of the current 800 euros per month, they will receive 600 euros. This decision has caused concern among Ukrainians already living in the country and relying on the support of this scheme.

What is ARP and how does it work?

The ARP program was introduced in July 2022 with a payment of €400 per month for homeowners who take in Ukrainian refugees. Due to growing accommodation needs, this amount was increased to €800 in December 2022. The ARP was designed as a temporary support under the EU Temporary Protection Directive, allowing Ukrainians to receive immediate assistance in EU countries.

Since the launch of the scheme, more than €256 million has been paid to more than 22,500 hosts who have provided accommodation to 51,000 Ukrainian refugees. The program has been extended for 12 months until March 2025, but now the Irish government has decided to reduce the amount of the payment.

What changes will take place after March 31?

It is expected that:

● The payment amount will be reduced from €800 to €600 per month.

● The scheme will continue, but under new conditions, as the government seeks to reallocate budget funds.

● The Department for Children and Integration will no longer be responsible for the program, but will be transferred to the Ministry of Justice.

In addition, there may be additional changes to the ARP rules due to negotiations between Justice Minister Jim O'Callaghan and Children's Minister Norma Foley.

Political discussion around the ARP

Political parties in Ireland express different positions on the future of the ARP. Sinn Féin has repeatedly criticized the program, arguing that it creates inequality in the private rental sector and is more financially beneficial for property owners than renting out their homes as conventional rentals. At the same time, the government continues to support the ARP, but changes its conditions in accordance with the state's financial capabilities.

What are the implications for Ukrainian refugees?

The reduction of payments may affect the availability of housing for Ukrainian refugees, as some owners may reconsider the decision to accommodate Ukrainian citizens due to the reduction of compensation from the state. In addition, despite the ARP payments, owners have the right to ask refugees to make a financial contribution to cover living expenses. The legislation does not directly regulate such contributions, which may create additional difficulties for those seeking accommodation.
