On Tuesday, 11 March, the delegations of Ukraine and the United States met in the Saudi city of Jeddah. Following the many hours of negotiations, which lasted from 11:38 to 20:00 Kyiv time, the parties issued a joint statement.

Ukraine's negotiating delegations included the head of the Presidential Office, Andriy Yermak, Foreign Minister Andriy Sybiga, Defence Minister Rustem Umerov, and Deputy Head of the Presidential Office Pavlo Palisa. The United States was represented by Secretary of State Marco Rubio and National Security Advisor Mike Volz.

Below are the key outcomes of the agreements.

Ceasefire

Ukraine has accepted the United States' proposal for a 30-day ceasefire. An important condition is the reciprocity of the ceasefire, i.e. similar steps on the Russian side. According to the participants of the meeting, this step is seen as the first stage in achieving a long-term peaceful settlement.

As noted by the US, they are now waiting for a response from Russia. The Americans will discuss this with the Russian side in the near future.

Resumption of military assistance

The US has decided to cancel the pause in intelligence sharing and continue to provide military assistance to Ukraine. The statement notes that this decision was made in light of progress in discussions on a peace plan, as well as a common desire to ensure security on the European continent.

Humanitarian issues

A separate part of the talks was devoted to humanitarian issues:

▪️ prisoner exchange,

▪️ release of civilians,

▪️ return of Ukrainian children in the conflict zones or taken outside Ukraine.

The parties have agreed on a separate mechanism of cooperation to speed up these processes and involve international human rights organisations.

Further peace talks

Ukraine and the United States announced their readiness to launch new multilateral negotiations on sustainable peace, inviting European partners to participate. The main goal is to develop a comprehensive agreement covering both security issues and Ukraine's economic and humanitarian recovery.

Cooperation in the field of critical minerals

Another result of the meeting was the decision to conclude a bilateral agreement on the development of critical minerals in Ukraine. According to the parties, this will help strengthen the country's economic potential and create conditions for attracting foreign investment.

Other details of the negotiations

On the eve of the talks, the United States had publicly stated that Ukraine might have to make territorial concessions as part of a future peace agreement. However, Kyiv has made its position clear: the priority remains the protection of national interests and the development of a clear and fair path to ending the war.

At the beginning of the meeting, the head of the Presidential Office, Andriy Yermak, called the talks ‘very constructive’, emphasising the importance of security guarantees to ensure that ‘such aggression does not happen again in the future’. According to Yermak, the first step is to develop a clear mechanism and ‘start this process’, which covers both military and economic aspects of cooperation with the United States.

When US National Security Advisor Mike Volz was asked about the progress of the dialogue, he briefly said: ‘We are making progress.’ This indicates that, despite the continuing differences, the parties are ready to seek ways to peace and continue constructive discussions.
