Ukrainian refugees living in western France have faced an unexpected problem: they have started receiving notices of imminent eviction. As the refugees themselves tell RBC-Ukraine, the difficulties arose due to the end of the MLI programme, which partially covered the cost of renting a house and ends at the end of June.

What is the MLI programme and why does it end?
The MLI (Mécanisme de Logement Intermédiaire) programme was created to help Ukrainian displaced persons by enabling them to rent accommodation on favourable terms. However, the Department of Employment, Labour and Solidarity (DDETS) recently announced that the programme will end on 30 June 2025.
In this regard, the association Une Famille Un Toit 44 (an organisation that mediates between landlords and tenants in the Atlantic Loire region) has sent out notices to tenants to find other accommodation options.

What are the options for refugees?
The notices from Une Famille Un Toit 44 offer refugees several solutions:
1. Social housing:
If a person is employed, the association can help to apply for social housing reserved specifically for Ukrainian refugees. If the application is approved, the rent will be adjusted to reflect the family's income.
2. Obtaining refugee status:
If a person intends to stay in France for a long time and applies for refugee status, they will be able to access the usual social benefits (RSA, rent subsidies).
3. Temporary accommodation:
In case none of the above options are available or appropriate, DDETS offers temporary accommodation in special facilities for Ukrainian displaced persons. This option, according to the association, is used for those who are unable to pay for housing on their own after the MLI programme closes.
At the same time, Une Famille Un Toit 44 notes that it has free places to accommodate refugees. However, there is a ban on living with pets.
How does the rental and compensation system work in France?
In France, various associations play an important role, which:
🔻 Find affordable housing for refugees.
🔻 Act as intermediaries between landlords and tenants.
🔻 Enter into agreements under which tenants are obliged to comply with the established rules.
Through the participation of associations, Ukrainians could receive partial compensation for rent (its amount depends on the type of housing - municipal or private). However, with the end of the MLI programme, this opportunity will be unavailable to many.
As you know, by the end of 2024, there were more than 58,500 Ukrainian refugees in France. However, in December 2024, there was a tendency for our citizens to leave the country: the total number of registered refugees decreased by 1% (approximately 595 people left France).
