The Verkhovna Rada of Ukraine has adopted in the first reading the revised draft law No. 12295-d, which provides for amendments to the Law of Ukraine “On Compulsory Insurance of Civil Liability of Owners of Land Vehicles”. This was announced by Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy.

The document is aimed at providing social guarantees to combatants and persons with disabilities caused by the war, in particular through compensation for car insurance costs.

Main provisions of the draft law

According to the revised draft law, it is proposed to:

✅ Establish, starting from January 1, 2025, during the martial law period and one year after its termination, the right of combatants and persons with disabilities as a result of war to compensation for insurance premiums under domestic motor vehicle insurance contracts.

The compensation will be paid from the State Budget of Ukraine in accordance with the procedure established by the Cabinet of Ministers of Ukraine.

✅ Establish a permanent 50% discount on insurance premiums for persons with war-related disabilities. The discount will be applied to the internal insurance contract of a vehicle if its engine capacity does not exceed 2500 cm³ or the electric motor power does not exceed 100 kW.

An important condition for receiving the discount is that the car is driven exclusively by the insured or a person also entitled to the discount. In addition, the car must not be used for commercial transportation of passengers or goods.

✅ Temporarily exempt combatants and persons with war-related disabilities from compulsory insurance until June 30, 2025. This decision is aimed at reducing the financial burden on citizens during the difficult period of martial law.

Social protection of military personnel and veterans

The purpose of the adopted draft law is to strengthen social protection of persons affected by the war. The law will help veterans and military personnel avoid additional insurance costs and create favorable conditions for their adaptation to civilian life.

After the draft law is adopted in its entirety, the Cabinet of Ministers of Ukraine is expected to develop a detailed mechanism for compensation of insurance premiums and the procedure for applying benefits.
