Frist für das Bestehen der militärmedizinischen Untersuchung für teilweise taugliche Ukrainer verlängert: neues Datum

On 4 May 2024, Law No. 3621-IX came into force in Ukraine, cancelling the status of ‘limitedly fit’ for military service. This innovation obliged citizens who previously had this status to undergo a second medical examination by the Military Medical Commission (MMC) by 5 February 2025. However, this deadline has been extended to 5 June, said Iryna Vereshchuk, Deputy Head of the Office of the President of Ukraine.
According to her, today the Presidential Office held a working meeting on the issues of passing the MEC for limitedly fit persons.
The meeting was attended by representatives of the Ministry of Defence, the Armed Forces, the Ministry of Health, the Medical Forces Command, and the head of the relevant parliamentary committee, Oleksandr Zavitnevych.
New decisions
The meeting discussed the need to urgently adopt legislative changes that would make
- re-passing the VLC is not mandatory for persons under the age of 25 and for those who are duly recognised as persons with disabilities;
- the deadline is postponed from 5 February to 5 June; the relevant draft law was registered in the Rada today under the number 12457.
The meeting also discussed the proper organisation of processes to ensure that people can undergo the VTC in time after the new deadline is set.
‘We agreed that until the above-mentioned law is adopted, the TCCs will not impose fines on those who fail to pass the VLK by 5 February and will not put them on the wanted list. The relevant directive will be sent accordingly,’ said Vereshchuk.
Violation of the new deadlines may still result in fines.
Who needs to undergo a second VLC?
According to the law, citizens who were declared ‘limitedly fit’ for military service before 4 May 2024 must undergo a second military medical examination within nine months.
This applies to
- citizens liable for military service (who are registered),
- servicemen who are already serving or have been wounded, to assess their further fitness.
To clarify details or arrange a medical examination, citizens are advised to contact the territorial recruitment and social support centres (TSC and SP) at their place of residence.
Why is it important to meet the deadlines?
If citizens fail to undergo the VLC by 5 June 2025, they may be fined for violating military registration. From 6 June 2025, such persons will be subject to administrative liability.
The amount of fines:
From UAH 17,000 to 25,500.
However, if a citizen has a valid reason for missing the deadline (e.g., health or other circumstances), the fine may be canceled by the decision of the head of the military registration and enlistment office.

How can I pass the TLC?
By summons:
Limitedly fit citizens are issued summonses to undergo a medical examination.
On your own initiative:
Many people do not wait for a summons, but apply to the MCC on their own to get a referral for a VLC. This allows them to avoid fines and save time.
Through an employer:
A person liable for military service may receive an order to undergo a VLC from the company where he or she is employed.
What is the purpose of the VLC?
Preliminary medical examination is necessary for:
- Determining the current state of health of citizens.
- Assessment of the possibility of further service, in particular for those who were previously injured or had a “limited fitness” status.
Possible results of the examination:
- Fitness for military service.
- Limited fitness with assignment to rear units.
- Complete unfitness, which excludes any service (only for certain categories).
What happens to servicemen?
Servicemen who had the status of “partially fit” undergo a military medical examination to determine the possibility of further service:
- If their health condition has improved, they can continue their service.
- In case of injury, they may be transferred to rear units or dismissed from the Armed Forces.
Do those who have already been recognized as fit have to undergo the VLC?
Yes, even citizens who were recognized as fit for service more than a year ago must also undergo a second examination.

1. Do not wait for a summons, apply to the MCC on your own.
2. Follow the established deadlines to avoid fines.
