In the context of the full-scale Russian-Ukrainian war, the issue of mobilisation and travelling abroad has become particularly relevant. Many businesses and their employees are trying to maintain a balance between production needs and military duties. Who can get a reservation?

Martial law has dramatically changed the rules of movement for citizens liable for military service. According to the current legislation, in particular the Rules for Crossing the State Border and the Law of Ukraine on Mobilisation Preparation, certain categories of employees are entitled to special reservations.

Employees of strategically important enterprises and institutions have the right to be booked. These are primarily organisations that provide critical state functions. These include government agencies, defence industry enterprises, institutions that support the vital functions of the economy, law enforcement agencies, healthcare facilities, utilities, etc.

However, it is worth knowing that a critical enterprise can only book an employee if he:

- is registered with the military;

- has updated his military registration data in a timely manner and is not on the wanted list;

- is officially employed by the company;

- has an accrued salary of more than UAH 20,000.

How to make a reservation in 2024?

The booking procedure has undergone significant changes since the beginning of the full-scale war. Currently, you can book an employee through the state portal Diia.

An important condition is that an enterprise can book no more than half of its employees liable for military service. The maximum booking period is six months with the possibility of extension for strategically important enterprises up to one year.

What documents are required for the booked men to travel abroad?

To legally cross the state border, a reserved employee must have a set of official documents. Among the required documents:

- An identity card clearly indicating the status of the employee with a reservation. This may be an extract from an order of the Ministry of Economy or another official document confirming the special status.

- Documents that substantiate the business need for an overseas business trip. Such documents may include an official business trip certificate, an extract from a management order, or an official request from the organisation to the State Border Guard Service.

- An up-to-date military registration document that contains all current information about the employee's status.

Important! It should be clearly understood that booking is not an absolute guarantee of travelling abroad. The final decision is made by representatives of the Border Guard Service directly at the border crossing point.

It is fundamentally important that the purpose of the foreign business trip is related exclusively to official duties. Personal issues cannot be a reason for crossing the border.

Can an individual entrepreneur make a reservation?

It is worth noting that the reservation does not apply to individual entrepreneurs. This is because their specialities are not clearly reflected in the military registration system.

Each case of departure is considered individually. Border guards have the right and obligation to check the legality of the grounds for crossing the border, so you need to have a full package of supporting documents.
