Das Staatsregister für Haustiere wurde in der Ukraine eingeführt: Worum geht es?

On 25 November 2024, Ukraine launched the first phase of the Unified State Register of Pets, an innovative platform designed to improve animal health control, prevent the spread of dangerous infections and bring Ukrainian legislation closer to European standards.

According to the Ministry of Agrarian Policy and Food, the platform was developed on the basis of Diia.Engine and is a convenient digital tool for pet owners, veterinarians and control authorities.

Earlier, we wrote that Diia intends to launch veterinary passports as soon as the pet registry is available.

What does the register include?

The new register will be a repository of pet data, such as

- Name and description: identification data of the animal.

- Vaccination history: information on vaccinations required for disease prevention.

- Owner data: contact information that makes it easier to find lost pets and recover documents.

The platform will also help owners to travel with their animals more easily by providing access to the necessary data in a digital format. In addition, the system will become a tool for effective control of the epizootic situation and the fight against the spread of diseases.

Will the register be linked to an international database?

One of the project's long-term goals is to integrate the registry into international databases. This will simplify the procedures for identifying animals when travelling abroad, make the system more versatile, and increase the level of responsibility of owners.

Stages of the launch

The register will be implemented in several stages:

1. Authorisation of veterinary institutions and doctors (November-December 2024): Veterinary clinics can apply through the portal to gain access to the system. After verification, the institutions will be able to enter data on animals.

2. Pet registration (early 2025): Owners will be able to register their pets in the system. This will be an important step towards creating a complete and up-to-date database.

It is important to note that the project was implemented with the support of international organisations such as GIZ, USAID, and UK Dev. At the same time, the state budget of Ukraine was not involved, which underlines the importance of international cooperation in the field of digital transformation.
