The Ministry of Defence of Ukraine plans to introduce a new approach to mobilisation. They want to abandon the forced recruitment of citizens into the army. 

What does the Ministry of Defence say?

According to Minister Rustem Umerov, the ministry wants to move away from painful issues for the population, such as forceful mobilisation, when citizens can be forcibly taken off the streets.

‘Now, the defence of our country is an important priority for us, so we plan to move away from these painful issues for the population [conscription]. To resolve this issue, we have proposals that we will discuss in the Cabinet of Ministers to propose such a reform,’ Umerov said.

The minister noted that everything depends on the threat posed by the russians.

‘The enemy is now planning to increase its personnel. We are holding the frontline, we are making our mobilisation look human, we have introduced a law, recruitment centres have started working, we have started digitalisation so that people know they have a choice,’ the Defence Minister added.

Mobilisation in Ukraine

As you know, with the start of russia's full-scale invasion of Ukraine in 2022, President Volodymyr Zelenskyy signed a decree imposing martial law and mobilising citizens into the Ukrainian army.

Two and a half years later, in May 2023, Ukraine decided to revise the rules of mobilisation and adopted a new law that amended the process. 

According to the legislative changes, all citizens registered for military service were required to update their personal data in the relevant registers by 16 July.

In addition, the mobilisation age in Ukraine was reduced to 25 years.
