Since May 2023, Ukraine has been actively implementing the eRestoration programme. Ukrainians whose homes were damaged as a result of hostilities can apply for compensation from the state. The application is submitted via the Diia app and is processed within a month. Expenditures can be made only for a certain list of construction companies or for the services of companies that are participants in the project. Currently, the maximum amount of reimbursement for apartment residents is UAH 350,000, and for residents of private houses - UAH 500,000.

However, millions of Ukrainians are currently forced to stay abroad due to the security situation. The UN Refugee Agency reports that there are more than 6 million military migrants from Ukraine in different countries. Before the full-scale invasion, a significant number of them lived in the northern, southern and eastern regions where the greatest destruction occurred. Can a Ukrainian apply for eRecover if he/she is abroad?

Ukrainians can apply for eVosstanovlenie if they are abroad. In order for a Ukrainian residing in another state to receive a refund, he or she needs to issue a power of attorney to a relative or close person who remains in Ukraine.

Please note! If the person is outside the country, the power of attorney must be notarised through an embassy.

What are the requirements for a person who wants to receive compensation under the ‘eRecovery’ programme?

- the person's housing was damaged after 24 February 2022 as a result of hostilities, which is confirmed by documents;

- the housing is located in the unoccupied territory where active hostilities are not taking place (the relevant list is approved by the Ministry of Reintegration);

- the property has not been repaired by the owner independently;

- the property is subject to restoration (as assessed by the commission).

Step-by-step instructions on how to apply for compensation

1. Apply for the Damaged Property service in the Diia app.

2. Open an eVindication account with the bank.

3. Submit an application for payment in the Diia app.

4. Allow the local authority commission to inspect the property to determine the amount of compensation.

5. Wait for the object to be included in the Register of Damaged and Destroyed Property.

6. Receive funds on the ‘eRecover’ card.

7. Report on the funds used in the Diia application.
