All vehicle owners in Ukraine are required to take out a policy of compulsory motor third party liability insurance (MTPL), or ‘motor third party liability’. It covers the costs of an accident if another driver or pedestrian is injured.

Until the end of 2024, certain categories of veterans and military personnel were granted an exception to this rule, as set out in the Law of Ukraine ‘On Compulsory Insurance of Civil Liability of Owners of Land Vehicles’ (Article 13).

However, changes have already come into force in Ukraine since 2025.

Is MTPL insurance now mandatory? New rules for the military

Now (from 1 January 2025), Article 13 of the Law does not provide for an exception for combatants. All drivers, regardless of their status, are required to have a policy.

At the same time, by draft law No. 12295-d, lawmakers introduced a transitional period until 30 June 2025, during which the availability of an internal insurance contract (motor third party liability insurance) is not mandatory for these categories of persons.

Accordingly, in cases where these categories of citizens do not have a motor third party liability insurance contract, damage caused by them in a road traffic accident before 30 June 2025 is subject to compensation from the centralised insurance reserve fund for the protection of victims of the MTIBU.

Benefits for military personnel have been introduced

At the same time, there is also a significant discount of 50% for the UBD. This makes motor third party liability insurance more affordable for this category of motorists.

Conditions for receiving a discount

The preferential rate of motor third party liability insurance applies only to specific vehicles that meet the following criteria:

1. The engine displacement does not exceed 2500 cm3 or the electric motor power does not exceed 100 kW.

2. the vehicle belongs to the combatant in the right of ownership.

3. the car is driven by the policyholder or a person who also belongs to the privileged categories.

4. The vehicle is not used on a commercial basis. For example, for the purpose of providing paid passenger or cargo transportation services.

5. It is important to note that the discount applies to one vehicle registered to the policyholder. If you have several vehicles, you can take advantage of the discounted rate only when purchasing a CTPCI policy for one of them.

In this case, the discount will not be permanent. The benefits for the UBD came into effect on 1 January 2025 and will last for the duration of martial law and one year after its end.
