Starting September 2024, seafarers will no longer need to apply in person to the Shipping Administration to obtain qualification documents. This can now be done online through the Diia portal, which greatly simplifies the process and reduces costs. According to the press service of the Ministry of Digital Transformation of Ukraine, everything happens remotely: submission of an application, signing with an electronic signature, selection of an authorized person to receive documents, which eliminates the need for a personal visit to the administration.

What are seafarer's qualification documents?

Seafarer's qualification documents are official papers that confirm the rank and professional qualifications. By the way, starting from September, not only command and control seafarers but also rank-and-file seafarers can apply for such documents. Thus, through Diia, you can get confirmation of the following:

– professional diploma;

– confirmation to a diploma;

– specialist certificate of special training (specialist watchkeeping seaman, qualified seaman, watchkeeping engineer, qualified engineer, ship's electrician, ship's cook, bosun).

How to apply for qualification documents online?

1. Register or log in to the Diia portal using an electronic signature.

2. Select the service “Ship's crew members diplomacy”.

3. Fill in the online application form and provide electronic copies of the documents.

4. Sign the application with an electronic signature and submit it.

Important! In order for another person to receive the documents, the application must specify the data of the seafarer's representative (authorized person).

How can I get qualification documents without a power of attorney?

After printing the qualification document, the representative will receive a letter with a decision containing a special QR code to the specified e-mail address. In order to receive the qualification documents, the authorized representative must come to the Shipping Administration, show the QR code and his/her identity document.

What should I do if I failed to obtain the documents?

Usually, the Shipping Administration considers applications within 5 business days. The result of the review is sent to the specified mail (of the seafarer or authorized person) and to the personal account. If your application has not been reviewed within 5 business days, you should contact the Administration with a request for information on the review. This can be done in a way convenient for you:

– by mail to 14 Beresteysky (Peremohy) Ave;

– by e-mail to office@marad.gov.ua;

– to the contact center of the Shipping Administration: (044) 294-60-16;

– electronic application in the form.

If you have received a notification that your application has been left without movement, you have 15 days to correct the deficiencies. Additionally, you can get another 10 days to eliminate the deficiencies. If the conditions are not met, the applicant will be denied the issuance of qualification documents.

In case of refusal, the commission will send a letter explaining the reason. You can appeal against the decision to issue a qualification document by following the link in the notification of refusal, which will be sent to the citizen's account and by mail.
