Das Gesetz sieht folgende Änderungen in der Besteuerung vor:\r\n- Erhöhung der Militärsteuer für Privatpersonen von 1,5 % auf 5 % (für gewöhnliche Bürger);\r\n- Militärpflicht in Höhe von 10 % des Mindestlohns (für die Gruppen I, II und IV der Einzelunternehmer);\r\n- Militärpflicht in Höhe von 1 % (für die Gruppe III der Einzelunternehmer)

Q: Kann eine Person unter 25 Jahren eingezogen werden?

Der jüngste Gesetzesentwurf zur Änderung des Mobilisierungsverfahrens war die Richtlinie 116\/2\/21409 des Kommandos der Landstreitkräfte vom 19. September 2024, die die Mobilisierung von Männern unter 25 Jahren verbot. Laut dieser Richtlinie ist eine Mobilisierung nur mit schriftlicher Zustimmung der mobilisierten Person möglich.

Q: Wie hoch wird der Gaspreis im Oktober sein?

Der Gaspreis für Naftogaz-Kunden (98 % der Ukrainer) bleibt unverändert bei 7,96 UAH pro Kubikmeter. \r\nDie Preise für andere Anbieter (2 % der Ukrainer) liegen zwischen 7,7 UAH und 9,90 UAH pro Kubikmeter.

Q: Wie hoch wird der Strompreis im Oktober sein?

Der Strompreis bleibt bei 4,32 UAH pro kWh gleich. Der Tarif ändert sich nicht für diejenigen, die einen Zweizonen-Zähler verwenden: von 23:00 bis 7:00 Uhr beträgt der Tarif 2,16 UAH pro kWh.

Over the past few months, draft laws have been developed that would bring significant changes to the daily lives of modern Ukrainians. Some of them have already been launched (such as the National Cashback), while others have just been signed by the President (the increase in the military fee). Tax increases from 1 October

On 20 September, President of Ukraine Volodymyr Zelenskyy signed a law on increasing the budget for military needs. The law comes into force on 1 October and provides for the following changes in taxation

- increase in the military tax for individuals from 1.5% to 5% (for ordinary citizens);

- military tax in the amount of 10% of the minimum wage (for groups I, II and IV of individual entrepreneurs);

- military duty in the amount of 1% (for group III of individual entrepreneurs);

- increase in the corporate income tax rate for financial banking institutions to 50%;

- increase in the corporate income tax rate for financial non-banking institutions to 25%;

- introduction of profit tax contributions for petrol stations.

Changes to the mobilisation procedure

The latest legislative act to amend the mobilisation procedure was the Land Forces Command Directive 116/2/21409 of 19 September 2024, which banned the mobilisation of men under 25.

According to this directive, mobilisation is possible only with the written consent of the mobilised person. However, the document does not provide for the demobilisation of those already mobilised.

Also, as of October 2024, men whose non-family members were killed or are missing in action in the war will be granted a deferral.

In October, the mobilisation process will be actively automated. The first application to be launched will be Oberig: the call-up notice will be generated automatically, then certified by the electronic signature of the head of the military commissariat, sent to centralised printing and Ukrposhta for delivery.

The second app is Reserve+, which will offer users new features in October. The Ministry of Defence of Ukraine reports that the app is focused on highlighting current vacancies in the Armed Forces of Ukraine, which will help those who want to find a place of service faster. At the beginning of use, a person fills out a questionnaire, and the system selects the options that best suit the skills and abilities indicated.

Utility tariffs

The gas tariff for Naftogaz customers (98% of Ukrainians) will remain unchanged at UAH 7.96 per cubic metre.

Prices for other suppliers (2% of Ukrainians) range from UAH 7.7 to UAH 9.90 per cubic metre.

The electricity tariff will remain the same at UAH 4.32 per kWh. It will not change for those who use a dual-zone meter: between 23:00 and 7:00, the tariff is UAH 2.16 per kWh.

Tariffs for water supply and sewerage in large cities will not change.

Please note! The heating season is scheduled to start in October (if the average daily temperature drops to 8 degrees Celsius and remains so for three consecutive days).

Increase in the minimum unemployment benefit

The Head of the Verkhovna Rada Committee on Taxation and Customs Policy, Nina Yuzhanina, has announced that the minimum unemployment benefit will increase to UAH 3,000 starting in October.

This increase will apply to two categories of citizens:

- persons with at least 7 months of insurance experience in the last 12 months;

- registered internally displaced persons.

All other categories of the population will receive an allowance of UAH 1500.

First payments under the National Cashback Scheme

In September, the Ministry of Economy of Ukraine launched the National Cashback programme, which has attracted about 1.5 million people. They will be able to receive the first funds in October.

According to the government portal, the funds accumulated during the month will be transferred to the created card once a month on the 20th of the following month (the funds accumulated in September will be transferred to the card on 20 October). It will not be possible to withdraw cash from this account, and the funds accrued in 2024 will be available until 31 January 2025).

As of 1 October, Ukrainian users can already do the following:

- check the retail chains that have joined the programme;

- see the goods for which cashback is accrued.

Limit on money transfers

Starting from 1 October, the National Bank will introduce limits on outgoing money transfers: no more than UAH 150 thousand can be sent to the accounts of other individuals.

At the same time, there are exceptions to the limits:

- accounts of volunteers (the Resolution contains relevant criteria);

- accounts of persons whose monthly income exceeds UAH 150 thousand (the income must be legally confirmed);

- transfers of legal entities;

- transactions using IBAN details
