From 1 October, state social assistance programmes, including those for children, will be changed in Poland. What will change for Ukrainians and whether they will be able to count on the new programmes, we will tell you below.

As you know, starting in October, Poland will introduce a new benefit called Active Parent.

Thus, parents will be able to count on receiving three benefits aimed at supporting their professional activities, as well as the upbringing and development of a young child: ‘Active Parents at Work’, “Active Participation in Kindergarten” and “Active Time at Home”.

Also, under the programme, the ‘Active in the Nursery’ benefit will replace the subsidy for nurseries (up to PLN 400, which is approximately UAH 4,000), and the ‘Active at Home’ benefit will replace the ‘Family Care Capital’ payment (PLN 12,000 (UAH 130,000) for the second and each subsequent child in the family aged 12 to 35 months), to which Ukrainian refugees were entitled.

New payments will not be available to all Ukrainians

According to the Polish Social Insurance Institution, the Active Parent benefit will be available to citizens of Poland, the EU and the US. They will also be available to foreigners with a residence permit (‘karta pobytu’) and access to the labour market.

At the same time, Ukrainian citizens staying in Poland as refugees without UKR status will not be eligible for the programme. However, some Ukrainians will be able to receive assistance, namely

- those who arrived in the country due to the hostilities;

- legally resided in Poland as persons with UKR status for at least 365 days (continuously);

This also applies to Ukrainian children with the status of UKR.

How much will be paid under the new programme?

Thus, the crèche benefit is replaced by the Active Crèche benefit, which will be paid in the following amounts

- PLN 1500 (about UAH 15,000) per month;

- PLN 1900 (about UAH 19,000) per month if the child has a disability and needs constant care from outside.

Parents, guardians and temporary guardians (citizens of Ukraine) can apply for this benefit. Applications for new payments will be available only in electronic form from 1 October 2024.
