The Cabinet of Ministers of Ukraine has adopted amendments to the Procedure for the mobilization of persons liable for military service who care for or support sick relatives or persons with disabilities. This is stated in the report of the Ministry of Social Policy.
The relevant resolution developed by the Ministry of Social Policy introduces a number of significant changes aimed at simplifying procedures for such persons.
The main changes are described below.
The Government has regulated the Procedure for mobilization of persons liable for military service who care for or support sick or disabled persons: what has changed
• Revision of documents to confirm the right to deferment:
A clear distinction has been made between documents confirming the maintenance of relatives and those confirming the fact of care. This simplifies the process of obtaining a deferral and eliminates uncertainty.
• Abolition of additional requirements for family care:
Persons liable for military service who are caring for a sick wife, husband, children or parents are no longer required to submit documents confirming that other able-bodied family members cannot provide care. Such a requirement remains only for care for the wife's parents, and the TCC and JV will check this data against state registers.

• Abolition of the need to establish the fact of caring for parents with disabilities:
Persons liable for military service no longer need to prove that they care for parents with disabilities of Group I or II, as Ukrainian law provides for the obligation of adult children to support such parents. They are automatically entitled to a deferral.
• Simplification of obtaining a caregiver certificate:
It is no longer necessary to apply to the TCC and JV to obtain a Care Act. Now it can be done through local governments or district state administrations. The application must be considered within 10 calendar days.
• Changes to the act on establishing the fact of care:
The requirement for an act for persons who already receive an allowance or compensation for care has been removed. It is enough to provide the relevant documents to the TCC and the JV. It is also no longer required to confirm the absence of other family members who can provide care.
