If you import a car from abroad for further permanent use on the roads of Ukraine, it must be registered. The procedure for registering a vehicle in Ukraine is described below.

How to register a car with foreign number plates in Ukraine?

If you import a car with foreign registration from abroad, you must first go through customs clearance. It takes place on a first-come, first-served basis. The customs officer will ask the driver to provide the following documents:

● an identity document;

● taxpayer registration number (TIN);

● vehicle purchase and sale agreement;

● technical passport for the vehicle.

The customs officer makes the appropriate marks on the car's documents confirming ownership, inspects the car, records the damage and enters the relevant data in the customs inspection report.

After that, the driver is issued a customs declaration, a certified copy of the inspection report and an MD-1 receipt.

After completing this procedure at customs, the next stage of registration is to contact the service centre of the Ministry of Internal Affairs.

What documents are required to register a car imported from abroad?

To register a car, the driver will be asked to provide the following documents at the MIA service centre:

● passport of a citizen of Ukraine;

● taxpayer registration number (TIN);

● documents for the vehicle;

● a document confirming the legitimacy of the vehicle purchase;

● customs documents;

● certificate of conformity;

● the conclusion of the Expert Service of the Ministry of Internal Affairs on the vehicle.

Please note that when importing a vehicle from abroad, an expert examination is mandatory. It is carried out at the request of the owner in order to confirm the authenticity of the vehicle identification numbers and verify the validity of the registration documents.

How does the expert examination procedure work?

● The vehicle owner submits an application to the MIA's Expert Service unit.
● Experts inspect the vehicle and its registration documents.
● Based on the results of the inspection, a conclusion is drawn up containing information on the authenticity of the identification numbers and the validity of the registration documents. The conclusion is entered into the electronic register of the Expert Service of the Ministry of Internal Affairs.

Compulsory car insurance

When buying any car, remember that you are required to take out insurance. This applies to both new cars bought abroad and used cars imported from neighbouring countries or the United States. In order to bring a car from Europe to Ukraine, you need to obtain a Green Card, as it is prohibited to drive on EU roads without it. On the Visit Ukraine portal, you can take out a Green Card policy from a licensed insurer. Packages are available for different periods from 15 days to 1 year for cars and trucks, trailers and semi-trailers for trucks, as well as motorcycles and scooters.

Car insurance is also compulsory in Ukraine. Motor third party liability insurance (MTPL) is a Ukrainian insurance policy that compensates victims of road accidents. Therefore, when importing a car from Europe, you need to take this point into account and immediately take out a Ukrainian car insurance policy. On the Visit Ukraine portal, you can buy a CTP policy from a licensed insurer. Packages with a deductible of UAH 3200, UAH 1600 and UAH 0 are available.
