Ukraine plans to create a unified roaming system with the European Union. Thus, instead of a temporary solution that provides free roaming for refugees from Ukraine, the new rule will receive a permanent status. This will be true for both Ukrainian and European users. According to the head of the Ministry of Digital Transformation, Mykhailo Fedorov, the Verkhovna Rada of Ukraine has already adopted the relevant draft law (No. 10265) in the first reading.

At the same time, the government believes that joining the single roaming will have a positive impact not only on tourists.

"The common roaming area will also improve the investment climate for businesses in the electronic communications sector. Ukrainian operators will have the opportunity to work under the same rules with European partners and, in particular, to gain a high degree of trust among foreign investors," the Verkhovna Rada website says.

What is Roam like at home?

Roam like at home is a unified European roaming system that will allow Ukrainians to use mobile communications in any of the 27 EU countries, as well as in Iceland, Liechtenstein and Norway, without additional charges.

The website of the Verkhovna Rada of Ukraine notes that the implementation of the single roaming zone implies that Europeans in Ukraine will also be able to freely use the service without additional costs, i.e. using their home tariffs from their operators.

How will the single roaming with the EU work?

According to the adopted draft law, Ukrainians will be able to use domestic mobile tariffs in the EU for travels of up to 4 months. Similar conditions will apply to foreign tourists from Europe traveling to Ukraine.

It should be borne in mind that if Ukrainians stay in the EU (or Europeans in Ukraine) for more than 4 months, they will have to pay for communication at market rates.

When will the unified roaming be introduced?

According to the Association Agreement between Ukraine and the European Union, the legislation implementing the European roaming legislation, together with all the bylaws, must be adopted by April 24, 2024. Accordingly, after full adoption, Ukraine will be able to join Roam like at home.
