In 2023, Ukraine registered an improvement in its fight against corruption, gaining 36 points and ranking 104th out of 180 countries in the global Corruption Perceptions Index. The three-point increase is recognized as one of the best results in the world, according to Transparency International Ukraine.
Ukraine is also among 17 countries that have demonstrated their best score for the entire period.
Corruption Perceptions Index: Ukraine's result for 2023
"Since the Revolution of Dignity and the start of major reforms over the past 10 years, Ukraine has added a total of 11 points in the study. The growth in Corruption Perceptions Index 2023, even in the context of a full-scale war, was made possible by the active work of anti-corruption and other government agencies," Transparency International emphasizes.
Andriy Borovyk, Executive Director of Transparency International Ukraine, emphasized that Ukraine has shown significant progress this year and has demonstrated progressive dynamics over the past 10 years. He noted that the country has already reached the indicators typical for the European Union candidate countries, has built an anti-corruption ecosystem and received real convictions for high-level corruption.
However, the Executive Director emphasized that there is still a lot of work to be done to reach the EU's performance. He also expressed outrage over pressure on the media and the public, government interference in various areas of public administration, and possible corruption scandals related to defense that could undermine the achievements.
Borovyk also emphasized that the key indicator is the number of points, not a specific place in the ranking. The minimum score (0 points) indicates that corruption is actually replacing the state, while the maximum score (100 points) indicates its practical absence. It is also important to note that the Index measures corruption only in the public sector.

What do you know about other countries?
The leaders of the ranking are Denmark (90 points), Finland (87 points), New Zealand (85 points) and Norway (84 points).
At the same time, Somalia lost 1 point and now ranks last, 180th, with 11 points. South Sudan and Syria, both with 13 points, are in 177th place, and Venezuela joined them with similar scores.
In the ranking of neighboring EU member states, Hungary is the closest to Ukraine, with 42 points, ranking 76th in the Corruption Perceptions Index (Moldova has the same position).
Belarus, with one point more, is ranked 98th in the ranking. Russia, with 26 points, ranked 141st among 180 countries.
Among the other countries, Georgia lost 3 points (53 points, 49th place), Montenegro added 1 point (46 points, 63rd place), North Macedonia added 2 points (42 points, 76th place), Albania added 1 point (37 points, 98th place), and Serbia's performance remained unchanged (36 points, 104th place).
Turkey was the least successful among the candidate countries, decreasing its corruption score by 2 points and ranking 115th.
Similar to Ukraine, Algeria and Brazil also received 36 points. Other countries, such as Argentina, Gambia, Ethiopia and Zambia, have 37 points each. Bosnia and Herzegovina, the Dominican Republic, Egypt, Nepal, Panama, Sierra Leone, and Thailand received 35 points.
The western neighbors are also worth noting, in particular, Romania's score remained unchanged (46 points, 63rd place), while Poland lost 1 point, remaining one of the leaders among the countries close to Ukraine with 54 points and 47th place. It is worth noting that Poland now shares this place with Slovakia, which added 1 point, gaining 54 points.
