A stateless person's certificate for traveling abroad is a document issued to a stateless person who temporarily or permanently resides in Ukraine but does not have a travel document (passport) for traveling abroad. Thus, this document is an identity card when leaving Ukraine and staying abroad.

Persons who have reached the age of 16 submit the application form on their own. For persons under the age of 16 or with limited legal capacity or incapacity, the application form is filled out and submitted by one of the parents (adoptive parents), guardians, trustees or other legal representatives.

When is it necessary to exchange a stateless person's certificate?

A certificate is exchanged in the following cases:

– changes in the information/personal data entered in the certificate;

– an mistake is found in the information entered in the certificate;

– expiration of the certificate;

– damage to the ID card and its subsequent unusability.

What to do if a stateless person's ID is lost or stolen?

The procedure for applying for a stateless person's certificate for traveling abroad in case of theft or loss of a document is similar to the procedure for a regular exchange or issuance. However, the person must first report the fact of loss to the territorial body or unit of the SMS, and in case of theft - to the territorial body of the SMS and the body of internal affairs.

How to apply for a stateless person's ID and what documents are required?

The application is submitted to the territorial offices of the State Migration Service. The following documents must be attached to the application:

– Permanent residence permit or temporary residence permit;

– Documents confirming the payment of the administrative fee or a document on exemption from its payment.

*In accordance with the legislation of Ukraine, the following persons are exempted from paying the fee: citizens classified as category 1 and 2 victims of the Chernobyl disaster; disabled veterans of the Great Patriotic War and families of soldiers (partisans) who died or went missing, and persons equated to them in accordance with the established procedure; disabled persons of groups I and II.

When submitting documents for exchange, the applicant shall attach the old certificate to the application (unless the document is lost or stolen). In addition, a stateless person must provide documents confirming the circumstances or legal facts under which the certificate is subject to exchange.

When filling out the application form by a representative of a government agency, the biometric data and parameters of the applicant are entered into the document. After filling in all the data, checking the correctness of their entry, and making copies of the submitted documents, the originals of all documents, except for the payment receipt, are returned to the applicant.

The application is reviewed within 15 working days from the date of acceptance of the application form and relevant documents. A stateless person's certificate for traveling abroad is issued for the period of validity of the certificate and temporary or permanent residence in Ukraine.

How can I apply for a stateless person's certificate for a child or an incapacitated person?

If the application is submitted by one of the parents of a minor child or one of the legal representatives of a minor/incapacitated person, the application must be accompanied by the following documents:

– A document proving the identity of the legal representative and a document confirming the authority of the person as a legal representative (if the documents are submitted by a legal representative);

– The child's birth certificate;

– Color photo of 10 x 15 cm (if the person has not reached the age of 12 or cannot move independently due to a long-term health disorder and needs urgent treatment abroad, which is confirmed by a medical report of the relevant health care institution issued in accordance with the established procedure, and the photo must meet the requirements of the International Civil Aviation Organization (ICAO) Doc 9303 and the Ministry of Internal Affairs);

– Two 3.5 x 4.5 centimeter photographs (for children aged 5 to 16 years);

– Permanent residence permit or temporary residence permit for the child.

How much does a stateless person's ID for traveling abroad cost?

The cost of a stateless person's certificate as of January 2024 is as follows:

– state fee - UAH 85

– the cost of an administrative service (administrative fee) - UAH 452;

– the cost of the form - UAH 6330.

How to appeal against the refusal to issue a stateless person's certificate?

The provision of the relevant service may be denied if the data of a stateless person is incorrectly entered or if there is a lack of documents/information required for the issuance of the document. In addition, the grounds for refusal are the presence of a previously issued certificate that is valid on the day of application, as well as cases where the applicant has not reached the age of 16 or does not have documents certifying the powers of a legal representative.

An application for appealing the refusal can be submitted to:

– Territorial body of the SMS;

– The State Migration Service of Ukraine;

– District Administrative Court.
