The Verkhovna Rada of Ukraine has adopted draft law No. 9015, which expands the capabilities of the Export Credit Agency (ECA) to insure against military risks of investments of Ukrainian and foreign companies in Ukraine. This was reported by MP Yaroslav Zheleznyak on his Telegram channel.

Equal conditions for Ukrainian and foreign investors: The Verkhovna Rada supported the draft law

The main provisions of the draft law provide for the expansion of the ECA's powers to insure investments in Ukraine. Now, the ECA can insure and reinsure direct investments, including protection against risks associated with armed aggression, hostilities, and terrorism. 

However, the condition is that investments be directed to the creation of facilities and infrastructure for the development of the processing industry and export of goods of Ukrainian origin.

The draft law was voted in favor of by 242 MPs at the plenary session on November 22.

As you know, the draft law was adopted in late May 2023 in the first reading. During its adoption, business representatives emphasized that this law will help create equal conditions for Ukrainian and foreign investors.

It will also simplify the project selection process, especially in the context of the absence of MIGA and DFC offices in Ukraine.

It is noted that the new rules will allow medium-sized companies to access insurance, which was previously difficult to obtain from international insurers. This will contribute to the development of export and investment activity of Ukrainian enterprises.
