Over the past year and a half, Ukraine has seen significant changes in public attitudes. According to a survey conducted by the Kyiv International Institute of Sociology (KIIS) in September and October 2023, the number of people who believe that the country is developing in the wrong direction is growing.  In addition, there has been a significant decline in public confidence in the central government in Ukraine.

Here's how Ukrainians' assessment of the country's path to victory and their attitude toward the government has changed.

How do Ukrainian citizens assess the actions of the country's authorities?

According to the survey, the decline in trust was revealed as follows: trust in the government fell from 74% to 39%, and in the parliament from 58% to 21%.

According to sociologists, there is an important difference between trust in the government and parliament, where the majority of citizens refuse to believe (the balance of trust and distrust is clearly negative), and trust in the president, who continues to be trusted by the vast majority of the population (the balance of trust and distrust is clearly positive).

In particular, the Armed Forces of Ukraine and volunteers still enjoy a high level of trust. Currently, 94% of citizens trust the Armed Forces of Ukraine (compared to 98% in May 2022), and 87% trust volunteers (compared to 87% in May 2022), according to the survey conducted by KIIS.

KIIS Executive Director, Anton Hrushetsky, emphasized the significant criticism of local authorities, which may reflect certain challenges they face. However, the level of trust in local authorities remains unchanged - 50% of citizens trust them, while 46% express distrust.

Citizens' criticism is primarily directed at the central government, particularly the government and parliament. This distribution of trust and distrust may be an important indicator of public sentiment in the country and indicate the need to improve the performance of these institutions. 

According to the same survey results, the number of people who trust the president decreased from 91% to 76%, the government from 74% to 39%, and the parliament from 58% to 21%.

The number of Ukrainians who believe that things in the country are going in the wrong direction has increased

According to the survey, the number of those who believe that Ukraine is developing in the right direction has decreased from 68% to 60%. 

At the same time, the share of people who believe that things are going in the wrong direction has increased from 16% to 29%. 

The number of people who say things are going in the right direction has decreased from 32% to 17%.

It is important to note that there is still a significant part of the Ukrainian population that is relatively optimistic about the direction of the country's development. The share of people who believe that Ukraine is heading in the right direction is roughly the same in all regions and ranges from 58% to 61%. Similarly, in all regions (from 27% to 31%), there are people who see the development of events in the wrong direction.

How was the survey conducted? 

The survey was conducted from September 30 to October 13. It was based on the method of telephone interviews with randomly selected mobile numbers and included 2,007 respondents from all regions of Ukraine, except for the Autonomous Republic of Crimea. 

The survey participants were Ukrainian citizens aged 18 and older who resided in Ukraine at the time of the survey within the borders controlled by the Ukrainian authorities until February 24, 2022. Unfortunately, the survey did not cover residents of the temporarily occupied territories and did not include citizens living abroad.

It is emphasized that war conditions can lead to a certain systematic deviation of statistical error, but sociologists emphasize the high representativeness of the results and their ability to reliably analyze public sentiment among the population.
