Ukraine has made important changes to the rules of postal services. In its Resolution No. 958 of September 8, 2023, the Cabinet of Ministers approved the List of Attachments that can no longer be sent by post.

This initiative opens a new page in postal services and raises the question of what can and cannot be sent through the post.

We will tell you what exactly is now strictly prohibited from being sent by post both domestically and abroad - further in the article.

New list of items prohibited for sending by post

📦 It is prohibited to send in domestic post:

▪️ national currency (except for numismatic coins and their collections), foreign currency;

▪️ food products with an expiration date not exceeding 10 days

▪️ alcoholic beverages with an ethyl alcohol content of more than 8.5 percent by volume, tobacco products, liquids used in electronic cigarettes that do not have excise stamps of the established form;

▪️ weapons;

▪️ flammable or other hazardous substances, toxic and radioactive substances, mercury, acids, poisonous, caustic substances;

▪️ animals and poisonous plants;

▪️ special technical means of covertly obtaining information;

▪️ biological agents, etc.

🌍 As for international post, the following is prohibited:

▪️ weapons permits;

▪️ employment records

▪️ military cards and other identity documents.

But, as always, there is an exception to the rule. For example, Ukrainian passports for traveling abroad and some other documents can be sent in international post. In addition, certain exceptions may apply during martial law or after the end of quarantine in Ukraine.

The new rules require postal operators and customs authorities to closely observe and control them. They are obliged to remove prohibited items from post and report them to the National Police.

The following items and substances shall be immediately reported to law enforcement in case of detection:

▪️ firearms of all types, main parts of weapons, devices of domestic production for firing cartridges equipped with rubber or similar non-lethal projectiles and ammunition, cold steel and other items specially designed for offense and defense (brass knuckles, stilts, cans with paralytic liquid, etc.), ammunition, explosive initiation devices, explosives, flammable or other dangerous substances, unless otherwise provided by law;

▪️ narcotic drugs, psychotropic substances, their analogues and precursors included in the list of narcotic drugs, psychotropic substances, their analogues and precursors subject to special control in accordance with the law;

▪️ toxic and radioactive substances, mercury, acids, poisonous, caustic substances;

▪️ biological agents (microorganisms, viruses, biological toxins, particles or other infectious substances of both natural origin and genetically modified that may cause infection, allergy, toxicity or otherwise pose a danger to humans, animals or plants).

With regard to currency, the national currency is returned to the sender or sent to the addressee by postal transfer, and foreign currency withdrawn from postal items is sent to the sender or addressee in a letter of declared value.

These changes create a new context for the Postal Service to ensure security and compliance with the law.
