The State Agency for Tourism Development of Ukraine (SATD) has calculated the amount of tourist taxes paid in the first half of 2023.
We will tell you which companies have earned the most money and how the situation has changed compared to last year and pre-war figures in the article below.
How Ukraine's travel industry is recovering during the war: SATD estimates
According to SATD estimates, in the first two quarters of this year, the state budget received UAH 897.848 million from the Ukrainian tourism industry, which is more than in the corresponding period of 2022, but significantly less than in 2021.
Last year, 809.435 million hryvnias were paid in the first two quarters, and in pre-war 2021, the state treasury received 1 billion 88 million 945 thousand hryvnias from travel companies.
Hotels paid the most taxes to the state budget. The share of these revenues is 63%, which in terms of money is UAH 569.828 million. For comparison, in 2022, hotel owners transferred UAH 460.498 million to the state treasury, and in pre-war 2021, revenues amounted to UAH 665.420 million.

At the same time, in the first half of 2023, the share of taxes paid by tourist centers and children's recreation camps decreased significantly. Thus, in 2023, the state budget received UAH 60.428 million from these representatives. Last year, the share of taxes paid by these accommodation facilities was higher - UAH 73.012 million. And in pre-war 2021, it amounted to UAH 178.921 million.
Meanwhile, campgrounds and parking lots for residential vans have become much more active. Thus, in the first two quarters of this year, the state budget received UAH 1.492 million from these representatives of the tourism industry, which shows an increase of almost two times compared to the corresponding period of 2022 (UAH 731 thousand). However, compared to 2021, the figures have certainly decreased.
Reduction in the number of tourism enterprises in Ukraine: disappointing statistics
The total number of taxpayers engaged in tourism activities has decreased by 23% compared to the first half of 2022. The number of legal entities decreased by 28%, and individuals - by 21%. However, if we compare the figures with the pre-war year of 2021, the overall reduction reaches 36%: the number of legal entities decreased by 45% and individuals by 32%.
However, despite the difficult conditions and numerous challenges provoked by the brutal russian invasion, Ukraine's tourism industry continues to hold on and serve a large number of both Ukrainian and foreign tourists.
By the way, we talked to foreigners who visited Ukraine during the war and found out what motivates them to travel to Ukraine in wartime, which cities they choose, and what they remember and are most impressed by. Read the answers to all these questions in the interview here.
