In connection with the outbreak of full-scale war, martial law was introduced in Ukraine, which provides for restrictions on the travel abroad of men aged 18 to 60.
Despite the ban on men liable for military service travelling abroad during wartime, there are certain conditions under which men are still allowed to leave the country in a fully legal manner.
What groups of men can cross the border without hindrance during the war and what you need to know to leave with 3 children - we will tell you further in the article.
Travelling abroad on the grounds of caring for persons with disabilities
In addition to persons unfit for military service for health reasons, men who care for close relatives with disabilities are also allowed to leave.
However, it should be clarified that legal departure is only possible if the person with a disability has no other family members who can take care of him or her.
"When crossing the border with a person with a disability, the main thing for border guards will be to register the carer and the person in need of care at the same address. At the same time, it is not a prerequisite to be registered in the military and have a deferral from mobilisation. If you have a spouse with a disability of the third group or parents of a spouse with a disability of the first or second group, you have the right to cross the border with them. However, according to the law, you are also obliged to return to Ukraine together," the lawyer explains.

What you need to travel abroad with 3 children
The law of Ukraine stipulates that during martial law, men with 3 or more children are allowed to legally leave the country.
To leave the country with 3 children without hindrance, you must have 3 birth certificates in which the man who plans to go abroad is indicated as the father.
Please note! The original birth certificate is the basis for crossing the border.
It is better to check with the Border Guard Service whether all certificates must be Ukrainian or whether those issued in other countries are also suitable.

Is it possible to travel abroad on the basis of the "Shlyakh" system?
Only those men who can provide border guards with full information about the location of the charitable organisations they represent, their contacts, as well as information about the director and the nature of the organisation's work, will be able to travel abroad using the Shlyakh system.
