Zahlungen für IDPs wurden verlängert, aber nicht für alle: Wer wird keine Unterstützung mehr erhalten können

According to international estimates, more than 7 million internally displaced people live in Ukraine, of which nearly 5 million are officially registered. The government has implemented special payments to assist those who were compelled to leave their hometowns. Currently, around 2.6 million Ukrainians receive this aid.
However, the Ministry of Social Policy of Ukraine strives to control the allocation of benefits and support those in real need. Recently, the Cabinet of Ministers declared the continuation of financial assistance, but not all displaced people will receive it. Read on to find out who will lose financial assistance and why.
Who can receive payments for IDPs?
Current recipients of financial assistance will continue to receive payments for the next six months. The new payment period will be effective from August 1, 2023, to January 31, 2024.
Important! No action is required to continue payments. If your payment is not called off, you will receive it automatically.
Financial assistance is granted for six months. However, vulnerable families will receive payments over two periods, totaling 12 months. Such a family should include:
● Pensioners;
● Three or more minor children;
● A child with a disability;
● Children who arrived at the destination city without a legal representative;
● A person caring for someone with a disability.
Another six-month period of financial assistance can be provided to families with a total income per member not exceeding four times the subsistence minimum.
Amount of financial assistance for IDPs
Internally displaced people receive:
● UAH 3,000 for children and people with disabilities;
● UAH 2,000 for other citizens.
Note that in 2023, the state budget allocated UAH 163.1 billion for social payments. The largest amount was planned to be paid to IDPs, amounting to UAH 57.6 billion.
Payments will be calculated monthly on the 15th and 28th of each month.

Who will be deprived of payments?
Two factors are considered when deciding whether to extend the payment: residence and financial status.
Regarding internally displaced persons (IDPs), there are specific requirements related to their place of residence. Payments may be canceled for individuals who:
● Stay outside Ukraine without a valid reason for 30 days. Acceptable reasons include medical treatment, education, internship, business trip, care for a sick person, and others;
● Returned to the city left because of the war.
According to the information shared by the Ministry of Social Policy, government allowance should go to those whose financial condition does not allow making significant purchases or investments. Therefore, the following Ukrainians will be deprived of support:
● Those who bought a new vehicle (except for cars), aged no more than 5 years, which was previously bought by volunteers for the needs of the Armed Forces;
● Those who became the owners of a land plot, apartment, or house estimating more than UAH 100,000, except for housing receiving from the state budget;
● Those having more than UAH 100,000 in their bank account;
● Those who purchased foreign currency or bank metals in the amount of more than UAH 100,000;
● Owners of apartments in the Ukrainian regions without active hostilities. The area of the accommodation should be more than 13.65 square meters per person.
Also, the state will not support IDPs who are in prison or convicted of collaborationism.
Please note that payments will cease to be received from September 1, 2023. You can appeal the government's decision if you disagree with it.
Other important changes for IDPs
From now, citizens can renounce their status of internally displaced persons online, eliminating the need to visit the social protection institution.
