The Verkhovna Rada of Ukraine has published a new draft law No. 9418, which provides for tighter rules for foreign citizens entering Ukraine, including the need to obtain an insurance policy covering military risks.


What changes does the Verkhovna Rada of Ukraine propose to introduce?


Currently, foreigners and stateless people can enter Ukraine if they have:


● A valid foreign passport;

● A visa issued in accordance with the purpose of the trip (unless Ukrainian legislation provides otherwise, in particular, a visa-free regime)

● A document confirming the purpose of the visit to Ukraine;

● documentary evidence of sufficient funds in the bank account for the entire period of stay in Ukraine and for returning to the country of departure.

According to the published draft law, it is proposed to supplement the list of documents required for crossing the border with an insurance policy (certificate) that should cover war-related risks. This requirement will be in effect during the period of martial law in Ukraine and for two years after its lifting. The availability and compliance with the insurance will be checked by the Border Guard Service.


The insurance policy must be issued for the entire period of the stay in Ukraine and must cover:


● Medical treatment costs (in the case of an independent visit to a medical institution, as well as in an emergency)

● Indemnification for risks associated with explosive objects (including those related to missile attacks on cities);

● indemnification for other risks related to war and terrorist acts (including passive risks).


Where and how to take out an insurance policy?


Reliable insurance covering military risks will make your stay in Ukraine as safe as possible. It doesn't take much time to take out such an insurance policy. You can do it quickly and easily by following the link.


The health insurance we offer covers compensation for all risks associated with war. It also covers emergency care, outpatient treatment, hospitalization and repatriation of the insured person (or his or her body in case of death) from the place of stay to the country of departure.

What are the exceptions?


The innovations will not apply to foreigners and stateless persons residing in Ukraine and holding a temporary or permanent residence permit (read here for details on how to apply for it), as well as to refugees and persons in need of additional protection.


Also, the new rules will not affect employees (and their family members) of diplomatic missions, institutions, official international missions and organizations accredited in Ukraine.


In addition, drivers and crews of vehicles (cars, buses, trains, planes and ships), military instructors who come to train Ukrainian soldiers (from NATO member states and those participating in the Alliance's Partnership for Peace program) will not need to take out an insurance policy covering military risks.


Why is the Verkhovna Rada tightening entry rules for foreigners?


The published explanatory note justifies the toughening of entry rules by saying that the current legislation does not take into account all the risks associated with the war. Therefore, many foreigners in Ukraine are currently simply not protected from accidents that may occur due to russia's armed aggression. In particular, we are talking about volunteers, participants in humanitarian programs, journalists and business representatives and investors, who are currently the most numerous in Ukraine.


The risks associated with the war are not limited to the frontline territories or combat zones, as the whole of Ukraine regularly suffers from missile attacks and drone strikes. And the explosive elements of these weapons can pose a threat even after a long stay underground or in water. That is why there are no absolutely safe places in Ukraine today, because russia attacks not only military facilities but also civilian infrastructure. And, unfortunately, Ukraine is currently the most mined country in the world.


Thus, insurance covering military risks should reduce the burden on state and local budgets for medical care for foreigners and guarantee the safety of foreign citizens during martial law.
