Transparency International Ukraine recently conducted a survey of Ukrainians on their expectations for the future reconstruction of Ukraine after the war. The survey was conducted among the general public and business representatives. 


What Ukrainians consider to be the biggest problems of our country and what concerns they have about the reconstruction are discussed in the article.


Ukraine's main problems: survey results


  • 100% of Ukrainians consider the war to be the main problem of today;
  • 98% of respondents consider the destruction of housing and infrastructure to be the biggest problem;
  • 94% of respondents see corruption as a huge problem;
  • 89% of the population is most acutely affected by unemployment.


Ukrainians also identified other problems, such as the high cost of living, rising prices, low wages, and the lack of professionals in government. 


It is noted that Ukrainian business representatives consider corruption to be a more significant problem than the destruction of infrastructure. 


Other problems of business today include:


  • unfair judicial system;
  • lack of incentives and investments in the economy;
  • migration of the population;
  • low purchasing and spending power;
  • loss of logistics links; 
  • shortage of professional workers in the fields of construction, design, vocational activities, as well as transport and logistics. 


According to statistics, 83% of Ukrainian businesses have suffered losses in their professional activities, and 25% have suffered destruction due to the war. However, it turned out that only a third of the victims recorded the damage and submitted data for compensation. Business representatives do not see the point in filing claims for compensation because they do not believe in the reality of compensation from the state. 


Ukrainians' expectations of post-war reconstruction


Ukrainians share the opinion that Ukraine's post-war reconstruction will take more than 10 years. 


Representatives of the population and business highlighted the main points that should be taken into account during the reconstruction:


  • Decentralisation of funds allocated by the state for reconstruction. Each region and community has its own projects and specific features, so funds should be provided separately for each project and region, rather than distributed centrally. This opinion was shared by 76% of the population and 78% of business representatives;
  • A clear recovery plan. Preparations for reconstruction should begin right now to have a clear strategy in advance and not to waste time. This opinion was supported by 86% of the population and 81% of business representatives. 
  • Transparency of the reconstruction process. Ukrainian citizens believe that all stages of reconstruction should be as open to the people as possible. This was supported by 79% of the population and 62% of business representatives. 
  • Involvement of citizens and business representatives in the reconstruction process. Ukrainians believe that the authorities should consult with the people of Ukraine in matters of reconstruction. This opinion is shared by 94% of the population and 91% of business representatives. 
  • Quality reconstruction instead of quick reconstruction. Ukrainians believe that the selection of contractors should be taken very seriously, as quality is more important than quick results.

Priority issues in reconstruction


59 per cent of the population and 63 per cent of entrepreneurs believe that new houses should be built for people who lost their homes due to the war right now.


At the same time, Ukrainians believe that the restoration of critical infrastructure should be a top priority. 


Ukrainians expect not only the rebuilding of infrastructure destroyed during the war, but also the construction and renovation of old facilities that were in need even before the outbreak of hostilities.


For example, residents of rural areas expect to see improved roads and the construction of social facilities such as schools and hospitals.


Fears of Ukrainians about reconstruction 


  • 73 per cent of the population and 80 per cent of businesses are concerned about the use of corruption schemes in the reconstruction process;
  • 63% of citizens and 73% of business representatives fear a lack of control over reconstruction and theft of allocated funds;
  • 45% of the population and 55% of business representatives fear the resumption of hostilities.


Ukrainians believe that the way to prevent theft of funds is to ensure a mechanism for controlling the reconstruction process - this opinion was expressed by 33% of the population and 44% of business owners. Another option is to increase responsibility for corruption - 24% of the population and 18% of businesses voted for this option. 


Ukrainians say that local, national and even international business structures are responsible for finding funding for reconstruction. In second place are government officials, the President and donor organisations. 


According to the respondents, business structures, international organisations and donors should also finance Ukraine's reconstruction. 


Ukrainians believe that almost everyone should control the reconstruction process and the distribution of funds, from government authorities at various levels to activists and law enforcement agencies. But Ukrainians place the greatest responsibility in this matter on the President.


44% of respondents believe that the President of Ukraine should set goals and objectives for reconstruction, and only 30% give this right to local and central executive authorities. 


54% of Ukrainians believe that local authorities should control the implementation of the plan. 49% of respondents believe that this should be done by the President.
