After the outbreak of war, many insured persons wondered whether their insurance would continue to be valid. Here's how insurance policies work in case of damage to property caused by enemy shelling.

How do insurance companies work?

Theoretically, martial law does not give rise to cancellation of an insurance policy and refusal to pay out. This means that the insurance company will compensate for damages for road accidents or property damage up to the amount stipulated in the contract.

Last year, the NBU recommended that all insurers simplify the procedure for settling insurance claims. 

In particular, the victim does not have to provide the originals of the necessary documents, copies are sufficient.

Losses caused by the war in Ukraine

The war has made many Ukrainians think more about their own safety and the integrity of their property. As a result, Ukrainians have started to turn to insurance companies with requests for war risk insurance.

At the beginning of 2022, insurers categorically refused to add special provisions to contracts, and at the end of the year they were already making exceptions for clients, albeit with a number of reservations. 

Please note that in most cases, the insurer will not indemnify for losses caused by military operations, such as shelling, bombing, etc. The reason is that a standard insurance contract does not include insurance against war risks and terrorism.

Is there insurance against war damage?

Previously, such policies were not popular in Ukraine. Usually, war damage is not insured in special contracts, but rather in standard templates. 

One of the insurance brokers shared figures: the cost of insuring a person's life during martial law will cost at least 10% of the potential payout. Before the war, the same rate was 4%.

It should be added that during martial law, the military cannot insure their lives or health. The lack of data to make calculations - the number of soldiers, wounded and killed - makes this impossible.

Compensation from the state

As a reminder, the Government of Ukraine has made it possible to record data on damaged or destroyed property in the Diia app.  

Prime Minister Denys Shmyhal said that since the beginning of the war, the country had established a "Fund for the Restoration of Destroyed Property and Infrastructure" and that as soon as the war was over, the government would begin to restore everything that the enemy had destroyed. 

In March, the deputy head of the Servant of the People faction, Olena Shulyak, said that the state would pay the first compensation in May 2023. 

The payment of money is regulated by the law on compensation for war-damaged housing, which will be in force for three years after the lifting of martial law. It is important to note that the provisions do not apply to property located in the territory occupied before the introduction of martial law.
