Russia's full-scale aggression brought not only fear and destruction to Ukrainian homes, but also mass forced deportations to enemy territory.


During almost a year of war, the occupiers took at least 2,800,000 citizens of Ukraine to their territory. Most of them already want or plan to return home in the near future. To this end, the Ukrainian government has introduced an experimental project where deported Ukrainians can issue certificates for returning to the Motherland. How to do it and who can issue it, read below.


So, if the deported person is in the territory of the aggressor country without a passport or a permit for permanent or temporary residence, a return certificate can be issued for him in the territory of Ukraine.


A certificate for returning to Ukraine can be issued in the name of:


- a citizen of Ukraine who previously had a passport of a citizen of Ukraine;

- stateless persons who issued relevant documents in Ukraine.


Such a document is drawn up for up to three months. That is, during this period, Ukrainians will be able to return home with this document.


Relatives can also submit a document. What is needed for this?


If a person deported to the territory of russia has relatives (family members) in Ukraine, they can apply for a certificate for the return of the deported person.


Who can apply for a certificate?


- one of the parents or another legal representative of a person under the age of 18;

- a family member (one of the parents, a spouse, an adult child, a sibling).


What documents are required to issue such a certificate?


• a written statement indicating information about the person in whose name the certificate is issued, as well as the reasons for the issuance and the method of further transfer of the certificate to such a person;

• a birth certificate or its copy, an e-birth certificate, or an extract from the State Register of civil status acts of citizens about the state birth registration (in the case of issuing a birth certificate for a person under the age of 18);

• a document certifying the identity of a legal representative, a family member (passport, permanent or temporary residence permit, e-passport, e-passport for traveling abroad, e-permit for temporary residence, e-permit for permanent residence, e -Document) ;

• a document confirming the authority of a person (when submitting documents by a legal representative) or the fact of related relations (when submitting documents by a family member);

• two color photographs (3.5x4.5 cm and 10x15 cm) when issuing an identity card for a child under 18 years of age.


In the absence of documents, the information is entered by an employee of the State Migration Service of Ukraine on the basis of the information specified in the written application, which is subsequently checked by an employee of the State Migration Service of Ukraine.


To issue a relevant certificate, you need to contact any territorial body of the State Migration Service of Ukraine (you can find it here).


What to do if a deported Ukrainian has no relatives in Ukraine?


As explained in the government draft, such a person can independently apply for a certificate. Documents and application should be sent to the Ministry of Reintegration at the email address info@minre.gov.ua.


To issue a certificate of return, an application is submitted, which states:


1. information about the person in whose name the certificate must be issued;

2. contact phone number;

3. Circumstances that make it necessary to issue a certificate (circumstances under which the applicant found himself on the territory of the aggressor state);

4. if available - information about the authorized person whom the applicant authorizes to receive the certificate (name, date of birth, contact phone number, series and/or passport number, or types of temporary or permanent residence in Ukraine).


Attached to the application are two color photos (3.5 × 4.5 cm and 10 × 15 cm in digital format) when issuing a license for a child under the age of 18, as well as photocopies of documents issued in the name of the person to whom the license is issued, in volumes containing his photographs (if available) or their copies.

How long does registration take, and who can hand it over to deported Ukrainians?


An identity card for returning to Ukraine is issued free of charge within five working days from the date of application to the State Internal Revenue Service.


Importantly! If the application for issuing a certificate is received by the Ministry of Reintegration, the application and attached documents are sent to the migration service within three working days from the date of receipt.


The completed certificate for return to Ukraine is handed over to the deported person:


- by a legal representative or a family member - if the application was submitted by his legal representative or a family member;

- the authorized person of the applicant (if he is identified);

- The Ministry of Reintegration through international organizations or public associations (in the absence of a proxy).
